CrisisWatch is our global conflict tracker, an early warning tool designed to help prevent deadly violence. It keeps decision-makers up-to-date with developments in over 70 conflicts and crises every month, identifying trends and alerting them to risks of escalation and opportunities to advance peace. In addition, CrisisWatch monitors over 50 situations (“standby monitoring”) to offer timely information if developments indicate a drift toward violence or instability. Entries dating back to 2003 provide easily searchable conflict histories.

Police 10 Oct denied permission for planned opposition Forum for Democratic Change (FDC) rally in Rukungiri and prevented convoy from traveling to south west, FDC politicians including presidential candidate Kizza Besigye briefly detained. Female politician became undressed in public while being dragged along ground by police officers while resisting arrest; police rejected any accusations of wrongdoing. Police 15 Oct blocked Besigye and FDC MP Ssemujju Nganda residences to prevent another planned rally in east. National Resistance Movement (NRM) local govt primaries held 12 Oct amid violent intimidation and harassment of supporters and candidates by rival factions and partisan security forces; two men killed, local councillor’s house torched in Butaleja district. Scores injured early Oct in clashes between Karamajong and Turkana over access to Kobebe watering point in Moroto district; army intervened to quell violence.

Former PM and presidential aspirant Amama Mbabazi 7 Sept re-launched voter consultation program in east after his July attempt was blocked by his arrest and police orders against public meetings. Mbabazi supporters clashed with police during rallies in Sororti and Jinja 9 and 10 Sept respectively; police 14 Sept withdrew permission for Mbabazi’s voter consultation program in north. Mbabazi 12 Sept formally joined opposition coalition The Democratic Alliance (TDA) and submitted nomination to be presidential candidate; TDA members currently split over choice of presidential candidate, with rumours Kissa Besigye, leader of opposition forum for Democratic Change (FDC), will leave coalition if not chosen. President Museveni 15 Nov visited Sudan for first time in over a decade, met with President Bashir and SPLA-IO leader Riek Machar to discuss S Sudan; agreed to reactivate joint security committee with Sudan to enhance military cooperation and intelligence sharing.

Former PM Mbabazi 17 Aug collected nomination forms to seek presidency outside ruling National Resistance Movement (NRM) platform following President Museveni’s emergence late July as unopposed presidential candidate for NRM. Continued opposition infighting early Aug resulted in splits within Democratic Party following its 26 July leadership election and within Uganda People’s Congress over revised electoral roadmap, undermining new “Democratic Alliance” coalition. Two Muslim clerics early Aug survived assassination attempts in Mbale district. UPDF early month intervened in ongoing border dispute between local communities in Lamwo district and S Sudan’s Eastern Equatoria, 3 Aug forcefully evicted dozens of S Sudanese accused of erecting illegal border demarcation point.

Authorities 9 July arrested presidential hopeful and former PM Amana Mbabazi; opposition Forum for Democratic Change presidential candidate Kizza Besigye also arrested; both released same day. Local govt representatives from Uganda and DRC 28 July failed to reach agreement on reopening of Vurra border crossing, closed early July following conflict at border.

Former PM Amama Mbabazi 15 June declared presidential candidacy, challenging President Museveni within ruling NRM party. Opposition party leaders 10 June established Democratic Alliance coalition; coalition will field joint candidate, including for president, promised to form five-year Transitional Govt of National Unity and enact political and institutional reforms. Police 19 June arrested former army General David Sejusa, who previously criticised Museveni, for holding illegal assembly. EU 5 June criticised Constitutional Amendment Bill tabled by govt late-May, for potential impact on credibility of upcoming elections.

Security forces 5 March raided mosques, two primary schools in Busia, arrested 34 Muslims with alleged links to Allied Democratic Forces (ADF) rebels. Police 3 March raided mosque in Budaka district, arrested two ADF suspects. Further eleven suspected rebels arrested during month. Security officials 26 March said they will increase security at key locations following U.S. embassy warning. Senior prosecutor in 2010 Kampala bombings case killed 30 March in suspected assassination.

Uganda and Sudan 9 Feb agreed to form joint technical security mechanism: Uganda announced it had expelled Sudanese rebels, reportedly Sudan will cooperate in apprehending remaining LRA rebels believed to be hiding in Darfur. Dr Aggrey Kiyingi, linked to Federal Alliance rebels reportedly connected to Allied Democratic Force rebel group, 12 Feb announced he will challenge President Museveni in 2016 elections.

Former PM Amama Mbabazi ousted as Sec Gen of Ruling National Resistance Movement (NRM) along with several other party officials 13 Dec; move further bolstered President Museveni as sole NRM presidential candidate for 2016 elections. Mbabazi late Dec filed court challenge to removal. Shia Muslim community leader killed 25 Dec by unknown gunmen, Muslim cleric shot dead 29 Dec in Mayuge district. Clashes over land between Congolese nationals and Bunyoro Kingdom loyalists in Hoima county 4 Dec.
