Tracking Conflict Worldwide

CrisisWatch is our global conflict tracker, an early warning tool designed to help prevent deadly violence. It keeps decision-makers up-to-date with developments in over 70 conflicts and crises every month, identifying trends and alerting them to risks of escalation and opportunities to advance peace. In addition, CrisisWatch monitors over 50 situations (“standby monitoring”) to offer timely information if developments indicate a drift toward violence or instability. Entries dating back to 2003 provide easily searchable conflict histories.

Suspected ethnic Madi 7 June attacked residents on disputed land in Adjumani district in far north west, three people killed. President Museveni hosted talks between S Sudan factions late May and supported mediation of 4 June peace deal between S Sudan govt and rebel faction (see S Sudan).

Suspects in March killing of former assistant inspector general of police appeared in court 5 May and complained they had been tortured, denied sufficient food and kept in handcuffs for long periods in Nalufenya prison, Jinja; govt acknowledged abuse and said investigations ongoing.

Army 12 April said it had begun withdrawing troops from Central African Republic where since 2009 it has been conducting operations against rebel group Lord’s Resistance Army (LRA), planned to complete withdrawal by end May. U.S. 26 April began withdrawing its forces supporting mission.

Unidentified assailants 17 March shot dead Assistant Inspector General of Police and two police guards in Kampala. President Museveni helped mediate Sudanese rebels’ release of 130 prisoners (see Sudan). Army 9 March said it arrested 40 members of Congolese rebel group M23 who escaped military camps in Uganda in Feb as they crossed back from DRC into Uganda with firearms. Govt and UNHCR 23 March appealed for international support for over 800,000 S Sudanese refugees in Uganda. U.S. army 24 March said its operations supporting Ugandan pursuit of Lord’s Resistance Army rebels in CAR and DRC are “coming to an end”.

Police 16 Feb reportedly arrested four M23 rebels from DRC in Kisoro district and identified them as among 750 who in Jan escaped from Bihanga military camp in west. Army 23 Feb said it was holding 44 M23 rebels in camp at Kisoro in SW who fled following clashes with Congolese soldiers in DRC 20-22 Feb (see DRC).

President Museveni 10 Jan made changes in armed forces and intelligence agency leadership including appointing his son, Maj. Gen. Muhoozi Kainerugaba, previously Special Forces Command chief, as senior presidential advisor, and replacing heads of Internal Security Organisation and Chieftaincy of Military Intelligence. Following clashes late Nov between security forces and royal guards of Rwenzori traditional leader Charles Wesley Mumbere in Kasese district in west, Jinja High Court 15 Jan granted bail to Mumbere but authorities rearrested him hours later on separate charges of terrorism, allegedly perpetrated before clashes.

Court added terrorism, aggravated robbery and attempted murder to murder charge against Rwenzori traditional leader Charles Wesley Mumbere 13 Dec, arrested late Nov after clashes between security forces and local militias in Kasese district; opposition leader Kizza Besigye briefly arrested outside court.

President Museveni 1 Nov ordered Makerere University to close after staff went on strike 25 Oct protesting pay arrears and students joined protests, police 2 Nov arrested 50 protesters. Security forces clashed with local militias in Kasese District, Rwenzori region (west) 26-27 Nov reportedly after suspected royal guards of Rwenzori traditional leader Charles Wesley Mumbere attacked police and army patrols; at least 87 killed (46 royal guards and sixteen police officers) and 149 arrested, police detained Mumbere 27 Nov, accused him of trying to create new state, charged him with murder of police officer March 2016. Refugees from S Sudan continued to cross into Uganda: EU 11 Nov granted €30 million to govt to assist refugees.

Opposition Forum for Democratic Change (FDC) leader Kizza Besigye detained 3 Oct on his return from month in U.S. and UK, taken to his house which remains under surveillance. Besigye and FDC activist Lord Mayor of Kampala Erias Lukwago temporarily detained 9 Oct after trying to attend FDC-organised unofficial Independence Day events in Kampala. Besigye temporarily detained 15 Oct and left for U.S. 17 Oct after police prevented him attending court for bail extension. President Museveni 10 Oct attended closing session of Sudanese National Dialogue conference in Khartoum.

Govt 4 Sept hosted meeting of military chiefs from Intergovernmental Authority on Development (IGAD) regional bloc to discuss way forward on S Sudan. S Sudanese continued to cross border into Uganda; UNHCR 28 Sept said over 181,000 had entered Uganda since 1 July. Director of Public Prosecutions 5 Sept dropped murder charges against seventeen of 32 Muslim clerics with alleged links to Allied Democratic Forces (ADF) accused of series of murders of Muslim clerics between 2012 and 2015.
