Following country’s deadliest terror attack, Egypt faces risk of worse fighting between security forces and militants in Sinai and further terror attacks in Dec. Jihadist militants 24 Nov detonated bomb and opened fire at mosque in Bir al-Abed village, west of Arish city, North Sinai, killing 305 people, including 27 children, and injuring 128. President Sisi 29 Nov instructed police and army to restore security in Sinai within three months and use “complete brutal violence”. Al-Qaeda-affiliated jihadist group Ansar al-Islam 3 Nov claimed responsibility for 21 Oct attack on police forces at al-Wahat, some 135km south west of Cairo. Another al-Qaeda-affiliated group Jund al-Islam 11 Nov claimed late Oct ambush on Islamic State (ISIS) unit in North Sinai. Military 11 Nov said that its jets had destroyed ten vehicles carrying weapons, ammunition and smuggled goods near Libyan border. Security forces 16 Nov said they had killed three suspected militants and arrested 74 others in North Sinai in recent days. Security forces killed eleven suspected militants in shootout in Ismailia province in east bordering Sinai 28 Nov. Leftist politician Khaled Ali 6 Nov announced he would run for presidency in May 2018 elections. Former Mubarak-era PM and 2012 presidential candidate Ahmed Shafiq 29 Nov also said he would run and shortly return from four-year exile in United Arab Emirates, same day said he was being prevented from leaving country for unknown reasons.

Parliament 13 Oct extended for three months state of emergency imposed following 9 April bombings against Coptic Christian churches. Under expanded powers govt pursued crackdown on LGBT community begun in Sept; UN 13 Oct condemned crackdown. Militant group known as Hassm, reportedly Muslim Brotherhood offshoot, claimed responsibility for 30 Sept blast near Myanmar embassy in Cairo, reported in media as gas pipe explosion; blast was reportedly failed attack on EU ambassador’s residence. In N Sinai, militants killed six police in ambush near Arish 13 Oct claimed by Islamic State (ISIS). Over 100 militants launched coordinated attacks on five checkpoints in and around Sheikh Zuweid 15 Oct, also claimed by ISIS, killing at least nine security officers. Militants 16 Oct attacked security forces outside unused Coptic Church in Arish causing distraction from bank robbery nearby; robbers killed seven including child and stole EGP17mn (about $1mn). Militants 21 Oct attacked police in al-Wahat around 135km south west of Cairo reportedly killing at least 52 officers, interior ministry acknowledged sixteen fatalities. In reaction to attack, President Sisi 28 Oct instigated high-level security reshuffle, removing Armed Forces Chief of Staff Mahmoud Hegazy and several top interior ministry officials. Security forces 27 Oct killed at least thirteen militants at farm hideout in New Valley province around 400km south west of Cairo. Military 31 Oct said Air Force killed “large number” of militants in separate strike on hideout. Sisi 24 Oct made first visit to France since Macron became president; human rights groups called on France to end “indulgence” toward repression in Egypt.

Sniper shot dead soldier 11 Sept on outskirts of Rafah near border with Gaza. Suicide bomber 13 Sept attacked checkpoint outside Rafah killing at least seven. MPs 3 Sept tabled motion to remove from parliament MP Abdel Raheem Ali for criticising other MPs in newspaper al-Bawaba News of which he is editor-in-chief. Govt 8 Sept blocked Human Rights Watch website after it published report 5 Sept documenting govt’s arbitrary arrests, enforced disappearances and torture; websites blocked by govt now total over 420. U.S. Congress 6 Sept confirmed cuts or delays of almost $300mn in military and economic aid citing govt’s rights violations; U.S. 27 Sept announced development assistance worth some $121.6mn.

President Sisi 7 Aug signed law creating National Electoral Commission to oversee presidential elections scheduled for May 2018; some pro-Sisi MPs 9 Aug revived calls to postpone elections due to political and security situation, extend Sisi’s current four-year term by two years and remove term limit restricting him to one re-election. Security forces clashed with suspected Islamist militants in Luxor in south 7 Aug, one civilian and one police officer killed. Three suspected Islamist militants and policeman killed in police raid in Abu Tisht, Qena governorate in south 8 Aug. Islamist militants and security forces continued to clash in Sinai. Islamic State (ISIS) claimed attack that killed four police in N Sinai 9 Aug. Gunmen killed two police in two separate attacks in al-Arish city, N Sinai 15 Aug. Military raid 16 Aug on trucks carrying alleged Islamist militants in N Sinai killed two. Army 19 Aug said they had arrested three alleged Islamist militants in counter-terrorism operations in Sinai. Army vehicle 20 Aug hit roadside bomb and came under fire in Rafah, N Sinai on border with Gaza, one soldier killed. Suspected ISIS sniper same day killed policeman in al-Arish city. Army 25 Aug killed six suspected Islamist militants in N Sinai near border with Gaza. U.S. 22 Aug denied Egypt $96mn in aid and delayed $195mn in military funding citing concerns over human rights record and govt’s relationship with North Korea; govt said cuts may have “negative consequences for the realisation of common U.S.-Egyptian interests”. Govt committee 21 Aug seized funds of multiple businesses, including English-language daily newspaper and Radioshack franchise, alleging ties to banned Muslim Brotherhood, as well as assets of family of prominent pro-Brotherhood Qatar-based preacher Youssef al-Qaradawy.

Two unidentified gunmen same day killed National Security Agency officer outside his home in Qaliubiya governorate north of Cairo. Assailant with knife killed two Germans, one Czech and injured three other foreign tourists 14 July in Red Sea resort city Hurghada; security officials 30 July said assailant had links to ISIS. Unidentified gunmen 14 July killed five police officers in ambush south of Cairo. Roadside explosion 17 July killed five policemen in al-Arish city, N Sinai. Car bomb 25 July killed seven civilians, including two children, at checkpoint near al-Arish city, N Sinai. Military 21 July said security forces killed 30 suspected Islamist militants in four-day operation in N Sinai. Libyan Red Crescent reported bodies of nineteen migrants believed to be Egyptians found 8 July in Libya near Egypt border. Military prosecutor 9 July charged 292 people with offences related to eighteen terror incidents, including two assassination attempts against President Sisi, and ISIS Sinai Province membership. Govt 1 July removed more subsidies on fuel and electricity provoking protests in Cairo, dozens of protestors arrested. Cairo prosecution 2 July ordered detention of six people for four days pending investigations into 29 June illegal protest against hike in fuel prices. President Sisi 24 July vowed to keep up Qatar blockade.

President Sisi exploited insecurity and unrest to intensify repression of opposition and critical media. Parliament 13 June approved transfer of Red Sea islands of Tiran and Sanafir to Saudi Arabia despite widespread criticism, sparking protests across country. Security forces same day arrested seven journalists in Cairo, 15-16 June arrested up to 60 activists nationwide to quell protests. Supreme Constitutional Court 21 June temporarily suspended all rulings by other courts on handover of islands and is set to issue binding ruling on constitutionality of handover 31 July. Sisi 24 June ratified transfer of islands. Supreme Constitutional Court 3 June ruled that articles in controversial “press freedoms law” ratified by Sisi in Dec to establish agencies to monitor independent media were unconstitutional. NGO Association for Freedom of Thought and Expression late June said govt had blocked 114 websites, most news websites since 24 May. Islamist militants and security forces continued to clash in Sinai: alleged Islamic State (ISIS) militants 6 June shot dead two police officers in N Sinai; armed group killed imam in al-Arish city 20 June after holding him for one week. Military 20 June said it had bombed gathering site of Sinai-based Islamist militants, killing twelve; killed three other militants 20 June in Alexandria. Govt 22 June said police had killed seven people in jihadist desert training camp in efforts to track down perpetrators of violence against Christians which left around 100 dead in April-May. Govt 29 June announced up to 55% increase in fuel prices as it cut subsidies in IMF-backed austerity program in exchange for $12bn loan. Country 5 June cut diplomatic ties with Qatar over claims latter has funded terrorist activities, recalling ambassador, blocking access to Egyptian airspace and endorsing list of 59 alleged terrorists Qatar is accused of supporting (see Qatar). Sudanese army 3 June said it had deployed up to 90,000 troops on Sudan/Egypt/Libya border amid continuing spat with Egypt over mutual accusations of supporting armed or jihadist militants.

Islamic State (ISIS) continued to attack Christians, launching first major attack in Upper Egypt. ISIS 7 May claimed killing of Coptic Christian 6 May in al-Arish city, N Sinai. ISIS Sinai Province fought with tribes from 10 May for several days around al-Barth town, N Sinai and 11 May claimed it had killed fifteen men in area. ISIS militants 26 May attacked bus near Minya, some 220km south of Cairo, killing at least 29 Christians; in response military same day launched airstrikes against bases in eastern Libya where militants allegedly trained. Two civilians reportedly abducted and killed in N Sinai cities of Rafah and al-Arish 20 May; army shelling killed seven gunmen in Rafah same day. Unidentified gunmen shot dead policeman in al-Arish city and blast against armoured vehicle killed three soldiers in Sinai 25 May. All four MPs representing S Sinai governorate 7 May resigned from House of Representatives, citing irreconcilable differences with S Sinai governor. Missile reportedly fired at Israel from Sinai 23 May, no casualties reported. State Council court 9 May heard opening arguments against amendments to Judicial Appointments law ratified by President Sisi end-April granting himself power to nominate senior judges, including heads of State Council and Court of Cassation. Police 2 May raided offices of financial newspaper al-Borsa and English-language newspaper Daily News Egypt and briefly detained publications’ chairman. Journalist arrested during crackdown on protestors in Rabaa Square, Cairo in Aug 2013 sentenced to five years’ prison 5 May, following confirmation of life sentences and one death sentence for thirteen journalists in April. After parliament passed Emergency Law in April, which allows govt to monitor some publications and social media, parliament 2 May debated draft law that would facilitate state surveillance of social media.

Islamic State (ISIS) stepped up attacks, particularly against Coptic Christians, and May could see further attacks on churches and heightened insecurity as govt implements state of emergency. Suicide bombers 9 April detonated explosives in church in Tanta, Gharbeya governorate some 100km north of Cairo and outside church in Alexandria, killing 48 people; ISIS claimed responsibility without specifying which branch. Police same day dismantled two explosive devices at mosque in Tanta. President Sisi immediately sacked Gharbeya governorate security chief and declared three-month state of emergency. Govt 11 April said security forces killed seven alleged ISIS sympathisers suspected of planning attacks against Coptic Christians in Assiut and Sohag provinces in south, and against police and courts. ISIS militants 18 April attacked security forces around St. Catherine’s monastery in S Sinai, killing police officer; military responded with airstrikes in N Sinai, killing two suspected militants. Army 20 April said airstrikes killed nineteen ISIS militants in N Sinai, including three leaders. ISIS militant 25 April killed at least 40 army-allied tribesmen in suicide attack in al-Barth village in N Sinai; tribesmen subsequently reportedly burned alive suspected ISIS militant. Muslim Brotherhood-affiliated TV channel 20 April broadcast video allegedly showing extrajudicial killings by military in Sinai Peninsula. Sisi in Washington DC 3-7 April met U.S. President Trump, cabinet and lawmakers; discussions focused on Sinai security, economy, foreign aid and terrorism. Cairo court 30 April sentenced Muslim Brotherhood leader and radical preacher Wagdy Ghoneim to death in absentia, with two others in detention, for allegedly setting up terror group after 2013 overthrow of former President Morsi; five others sentenced to life, including two in absentia.

Islamic State (ISIS) Sinai Province (SP) claimed responsibility for killing army colonel 8 March and two police officers 9 March, both in al-Arish city, N Sinai. Army 23 March killed fifteen SP combatants and arrested another seven in raid in Sinai, ten soldiers and two police killed. Army 26 March killed five SP militants, including leading figure in N Sinai; 27 March killed eight suspected SP militants in N Sinai; gunmen same day opened fire on military checkpoint in Sheikh Zuweid, N Sinai, killing soldier. SP 28 March posted video on Telegram social media platform showing beheading of two men for “sorcery”. Militant group known as Hassm, reportedly Muslim Brotherhood offshoot, 8 March claimed it had killed Mohamed Zaini, whom Islamists accused of killing one of their own in 2013, outside his home in Damietta governorate, NE. Roadside bomb in central Sinai 20 March killed three civilians; explosive device same day blew up police vehicle in al-Arish city, injuring nine. Explosive devices 24 March killed one civilian in Cairo’s Maadi suburb; 26 March injured five officers on Cairo Ring Road, Hassm claimed attack. Former President Mubarak acquitted 2 March of ordering killing of over 300 protesters during 2011 uprising, final charge against him; released from military hospital 24 March. President Sisi 14 March approved release of 203 prisoners, mostly university students whom Sisi’s pardoning committee found to be unfairly imprisoned.

PM Sherif Ismail 14 Feb announced he had changed heads of nine ministries including investment and international cooperation (now merged), supply and international trade, legal and parliamentary affairs, planning, and agriculture. Govt 9 Feb shut down prominent NGO Nadeem Centre for the Rehabilitation of Victims of Violence and Torture for allegedly violating NGO law and its licence; centre filed lawsuit. In central Sinai, army 6 Feb killed fourteen suspected militants of Islamic State (IS)-affiliate Sinai Province (SP) and arrested ten others. IS reportedly claimed responsibility for firing rockets from Sinai into Israel 8 Feb; Israel’s missile defence system intercepted three and at least one landed in open area, causing no damage. Two other rockets fired from Egypt into southern Israel 20 Feb, no casualties reported. Israel 14 Feb said it had withdrawn its ambassador to Egypt several weeks previously out of safety concerns. IS (apparently central command rather than SP) 19 Feb released video vowing to target Coptic Christians. Security officials said suspected IS militants 22 Feb killed two Christians in N Sinai. Suspected Islamist militants 23 Feb gunned down Coptic Christian inside his home in al-Arish. Govt 26 Feb said it rehoused in four governorates 118 Coptic families who fled N Sinai after spate of killings there. Parliament 27 Feb stripped MP and Reform and Development Party chair Mohamed Anwar Sadat of parliamentary membership following investigations into accusations that he leaked confidential documents and forged MPs’ signatures. Pro-regime politicians 4 Feb initiated hostile takeover of second largest party in parliament Free Egyptians Party; party leader Essam Khalil unilaterally dissolved board of trustees, ousting party’s founder, telecom mogul Naguib Sawiris and expelling dozens of party members.
