Morocco criticised Egypt for hosting delegation of Polisario Front armed independence movement at Arab-African parliamentary congress in Sharm al-Sheikh mid-Oct, Egypt said Pan-African Parliament invited group. U.S. 18 Oct proposed UNSC mission to Western Sahara to speed up UN resolution of conflict between Morocco and Polisario Front, Polisario Front representative at UN welcomed proposal and told media “no opposition” to it among UNSC members.

EU Advocate General 13 Sept told European Court of Justice in non-binding statement that EU-Morocco agricultural and fishery products trade deal does not apply to Western Sahara because it is not part of Morocco; court to make final decision Nov. UN sought compromise on standoff between Morocco and Polisario Front armed independence movement in Guerguerat region near Mauritanian border, mid-Sept reportedly proposed that both sides withdraw armed personnel from buffer strip and only peacekeeping mission MINURSO deploy to complete contested road works.

Moroccan troop deployment and roadworks raised tensions with Polisario Front armed independence movement, which deployed its troops in area. Polisario Front 16 Aug accused Morocco of violating ceasefire by sending troops and military equipment into buffer zone near Mauritanian border, called on UN to intervene. Morocco same day said it was conducting anti-smuggling operation and paving road. UN 18 Aug reportedly said peacekeeping mission MINURSO found no sign of suspicious military activity by Morocco, but Polisario 28 Aug said in letter to MINURSO that it was deploying troops to area “to prevent further Moroccan activities” beyond its territory. UNSG Ban 28 Aug said he was deeply concerned by “introduction of armed units from Morocco and the Polisario in close proximity”.

Civilian staff 13 July started returning to UN peacekeeping mission (MINURSO), following Morocco’s expulsion of staff in March in protest at UN’s perceived bias. Brahim Ghali 9 July elected unopposed as head of Polisario Front and president of Sahrawi Arab Democratic Republic, replacing historical leader Mohamed Abdelaziz who died in May.

UN sources 17 June said Morocco, in initial step toward complying with UNSC request, proposed to let 25 civilian staff return to UN peacekeeping mission in Western Sahara (MINURSO), following Morocco’s expulsion of staff in March in protest at UN’s perceived bias.

UNSC 29 April passed U.S.-drafted resolution renewing MINURSO mandate for one year, urging return of political component of mission, expelled by Morocco in March, within 90 days. Gulf Cooperation Council rulers in Riyadh 20 April backed Morocco after March spike in tensions with UN.

Tensions between Morocco and UN spiked after UNSG Ban early March referred to “occupation” of Western Sahara during visit to Polisario Front-controlled Bir Lehlou in Western Sahara and refugee camps in Algeria. Morocco 8 March accused Ban of bias; hundreds of thousands protested 13 March in Rabat. Morocco 16 March announced $3mn cut for MINURSO peacekeeping mission; 20 March expelled over 80 civilian MINURSO staff from Western Sahara; next day asked UN to close its military liaison office in Western Sahara; called these decisions “irreversible”. Polisario Front 17 March said Morocco intended to end MINURSO mission, which would hasten “resumption of war”. UN spokesman 28 March said Ban regrets “misunderstanding”, UN remains neutral; Morocco 29 March rejected UN explanation, claimed Ban’s words were premeditated but said it was ready to engage in dialogue with UN.

Morocco suspended contact with EU institutions 25 Feb over a Dec European Court of Justice decision to void trade deal because it included disputed Western Sahara territory. EU appealed decision 23 Feb, Morocco believed to have objected to wording of appeal. UN spokesman said UNSG Ban would travel to Moroccan capital and Western Sahara later in year rather than during regional tour planned for March.
