South Sudan’s conflict parties are supposed to form a unity government by 12 November. But key disputes between them remain unresolved. External actors should push the adversaries to make progress on these matters before entering any power-sharing arrangement – lest war erupt once more.

Despite U.S. restrictions on Central American migration, Hondurans are fleeing north in record numbers as the country struggles with polarised government, corruption, poverty and violence. With outside help, Tegucigalpa should revisit its heavy-handed security policies and enact judicial and electoral reforms to avert future upheaval.

A trio of ethnic armed groups have escalated their fight with the military in Myanmar’s Shan State. This alliance has long been outside the country’s peace process. With China’s help, the government should pursue bilateral ceasefires – and longer-term rapprochement – with the three organisations.

Tensions are rising on the Colombia-Venezuela border after a new guerrilla faction opted out of Colombia’s 2016 peace deal. With diplomatic ties between the two countries severed, the risk of escalation is high. Bogotá and Caracas should open channels of communication to avoid inter-state clashes.

Gulf states are competing for influence in the Horn of Africa to control the Red Sea, transposing internal rivalries onto a fragile region. Horn governments should increase their bargaining power with their powerful neighbours, who should recognise the risks their policies pose to regional security.

The struggle over Venezuela’s political future will likely turn on the armed forces’ disposition: the top brass could ease or thwart a move away from President Nicolás Maduro. Sponsors of transition talks should include military representatives in the discussions sooner rather than later.
