On 11 October 2007, the Sudan People’s Liberation Movement (SPLM) announced it was suspending participation in the Government of National Unity because the National Congress Party (NCP) was not implementing key aspects of the 2005 Comprehensive Peace Agreement (CPA) that ended the generation-long, primarily North-South conflict.
The Darfur conflict has changed radically in the past year and not for the better. While there are many fewer deaths than during the high period of fighting in 2003-2004, it has mutated, the parties have splintered, and the confrontations have multiplied.
The dispute over the Abyei region is the most volatile aspect of Sudan’s 2005 Comprehensive Peace Agreement (CPA) and risks unravelling that increasingly shaky deal. The CPA granted the disputed territory, which has a significant percentage of Sudan’s oil reserves, a special administrative status under the presidency and a 2011 referendum to decide whether to join what might then be an independent South.
