Afghanistan is not lost but the signs are not good. Its growing insurgency reflects a collective failure to tackle the root causes of violence.

Policing goes to the very heart of state building, since a credible national institution that helps provide security and justice for the population is central to government legitimacy.

While the growing insurgency is attracting increasing attention, long-term efforts to build the solid governmental institutions a stable Afghanistan requires are faltering.
