The U.S. Intelligence Community’s 2021 Annual Threat Assessment indicated that “Iran is determined to maintain influence in Syria… [It] is pursuing a permanent military presence and economic deals in Syria as the conflict winds down there. Tehran almost certainly wants these things to build its regional influence, support Hizbollah and threaten Israel”. The report further assessed that “U.S. forces in eastern Syria will face threats from Iranian and Syrian-regime-aligned groups, mostly through deniable attacks”.
